The Post Office Savings Bank is the biggest bank in the country with a network of about 160000 branches, most of which are situated in the rural area with a history dating back to 1880s. It is a major instrument available to the Government to mobilise savings.
In Kerala there are about 5000 post offices including ED sub offices (about 500) and ED Branch offices (about 3000).
The Post Office Savings Bank is an agency function performed by the Department of Posts on behalf of the Ministry of Finance (DEA), Government of India. Promotion of business in small savings was mainly the concern of the National Savings Institute, Government of India, headquartered at Nagpur. But recently the burden of mobilization is being increasingly shouldered by the respective State Governments. The rules of the Savings Schemes are framed by the Ministry of Finance, Government of India in consultation with the National Savings Commissioner and Department of Posts. The National Savings collections invested in the NSS become available resources for development to the Central and State Governments. 100% of the net collections in a year in the States become available as loans to the respective State Government. The State Government, therefore, take keen and active interest and work jointly with the National Savings Institute for the promotion of the movement, as also of the savings schemes.
Many State Governments have set up their own small savings organisation with small Savings Directorate at State Head Quarters and offices at lower formations.
In Kerala there is a separate Department for the promotion of National Savings named Directorate of National Savings under the administrative control of the State Finance Department.
Popularization of schemes under POSB.
To inculcate the habit of savings among public especially among the rural population.
Appoint agents under MPKBY, SAS and PPF and create self-employment opportunities among educated youth of Kerala.
Implement the development schemes introduced by the State Government every year utilizing the funds of National Savings.
State Government periodically declares lucky prize schemes and special cash incentives to investors. Special schemes with public participation were periodically launched and the money so mobilized was used for the overall developmental activities of the State.
In the beginning the object of the Post Office Savings Bank was to encourage the habit of thrift among the common man but this concept has undergone a radical change during the last three decades. From the restrictive objective of providing a facility to the public to deposit their small savings, the post office savings bank has become a medium to mobilizing large resources running into hundreds of crores every year for plan projects. As a result of the change in the role, the expectations of the performance of the POSB have gone up very much both in the minds of those concerned with small savings and the general public. It has also been established that approximately 30% of the total collections on small savings in the country are drawn from the rural population. It shows how well and deeply the POSB has penetrated the farthest and the isolated villages of India. The POSB is now a major instrument available to the government for mopping up savings both in rural and urban areas.
National Savings Directorate is the State Government Department, which is mainly engaged in the popularization of various small savings schemes. As the Central government releases the whole net collection to the State Government as long-term loan Kerala Government is making every effort to mobilise sizable savings with the participation of Government departments, local bodies, statutory boards, voluntary organizations, school sanchayika, Payroll savings groups and authorized agency forces like SAS, MPKBY and PPF.
National Savings Department has Head Office at Thiruvananthapuram and District Offices in all the 14 Districts in the State.
- TREASURIES DEPARTMENT -
The Department of Treasuries with the Director of Treasuries as the Head of Department was formed on 01/08/1963 vide G.O (P) No.465/63/Fin dated 30/07/1963. Treasury is the 'Bank of the Government' doing all the payment & receipt transactions of Government. Treasury provides cash flow details to the Government and account details to the Accountant General.
The Director of Treasuries is the Head of the Department. Below the Head Office, there are three Regional Deputy Directors, viz, Northern Region, Central Region and Southern Region. Below the regional level there are 23 District Treasuries, 174 Sub Treasuries, 10 District Stamp Depots and 12 One Man Treasuries.
Receipt of Government money.
Custody of Government money.
Transfer of Government money standing in Government account from place to place.
Withdrawal of money from Government account.
Acting as a banker in respect of funds of local bodies and similarly placed institutions who keep their funds with Treasury.
Maintenance of initial accounts, rendering of accounts to the Accountant General and other Departmental Offices.
Conducting Savings Bank transactions and maintenance of accounts relating to Treasury Savings Bank.
Issue of non- postal stamps.
Payment of pensions relating to Civil, Military, Freedom Fighters and other States.
Issue of Opium to licensees.
Issue of Local Fund Government Cheque Books and Pass Books.
Issue of vehicle tax licenses in respect of non-transport vehicles.
Payment of interest on Government Promissory notes.
Issue of Treasury Bill Books to the Departmental Officers.

Maintenance of drawing officer wise accounts relating to Family Benefit Scheme.
Keeping of election materials in safe custody at the time of Election and also the question papers cum answer sheets relating to various entrance examinations.

- STATE AUDIT DEPARTMENT -
State Audit Department(Local Fund Audit Department) was formed in Travancore in 1942. The Department was reorganized in GPR Dis.29061/56/Fin dated 17/04/57 w.e.f 01/05/1957 and three zones i.e South Zone with H.Q at Thiruvananthapuram, Central Zone with H.Q at Ernakulam and North Zone with H.Q at Kozhikode were formed. The Kerala Local Fund Audit Service was constituted vide G.O (P) No.638/P.D (Rules) dated 03/10/1960. The Kerala Local Fund Audit Subordinate Service was constituted in G.O (P) No.639/PD dated 03/10/1960. The Department was again reorganised in G.O (Ms) No.733/79/Fin dated 13/08/1979 and classified the the department into Head Office, District Offices and Functional Audit Offices from 01/09/1979 and the zonal system was abolished.
The Kerala Local Fund Audit Act, 1994 (Act 14 of 1994) was notified in the notification No.11671/Leg.A2/93/Law dated 11/05/1994(published in Gazette Extra Ordinary No.446 dated 11/05/1994). In G.O (P) No.51/04/Fin dated 22/01/2004, Finance Department has notified the commencement of the LFAD Act with effect from 15/01/1996.The Kerala Local Fund Audit Rules, 1996 was notified vide G.O (P) No.180/96/Fin dated 09/02/1996 (S.R.O 176/96 published as Extra Ordinary Gazette No.222 dated 12/02/1996).
The basic function of the Department is the audit of accounts of institu tions under its audit control by virtue of Kerala Local Fund Audit Act 1994. (A) Proper management of the corpus of the various Charitable Endowments vested with the Director of Local Fund Audit in his capacity as the Treasurer of Charitable Endowment is also done by this Department. Matter relating to the financial administration of local bodies and other auditee institutions referred to this Department by Government are also being attended to and remarks offered.
As per Section 4 of the Kerala Local Fund Audit Act 1994 , the audit of accounts of local authorities and Local funds included in the Schedule to the Act has to be conducted by the Director of Local Fund Audit in the manner provided by or under the Act. The Kerala Local Fund Audit Rules 1996 (B) framed for implementing the provisions in the Act were issued in G.O (P) No.180/96/Fin dt.9.2.1996. The power to issue charge and surcharge certificates for the recovery of losses sustained by the local fund institutions as disclosed in audit is vested with the Director of Local Fund Audit vide Section 16 of the Kerala Local Fund Audit Act 1994 and Rule 20 of the Kerala Local Fund Audit Rules 1996.
This Department is well placed to play an important role in ensuring optimum value for money to the State Government. The approach of the Department maximises the benefit from our core audit work, which is designed to assess whether the scarce resources and valuable public money has been spent wisely and properly. As per section 9(1) of the Kerala Local Fund Audit Act 1994, the auditee institutions shall present the annual accounts relating to a financial year within four months from the close of the financial year concerned. But it has come to the notice of the Department that several institutions have not submitted the annual accounts within the statutory time limit. Due to the non-receipt of the annual accounts within the stipulated time and shortage of staff in the Department the target of audit could not be achieved in full. Please see the details of audit of accounts actually done as on 31.10.2001.
- STATE INSURANCE DEPARTMENT -
The State Insurance Department came into existence in the erstwhile Travancore State in 1896. The Kerala State Insurance Department is a composite insurer doing both life insurance business and general insurance business. It is empowered to carry on General Insurance of any subject in which State Government has substantial financial interest. The General Insurance Business underwritten by the Department is reinsured with General Insurance Corporation of India and its four Subsidiary Companies. Section 44 (f) of the LIC Act, 1956 provides the Department to underwrite Life Insurance Policies of the Government Employees.
National Savings Department has Head Office at Thiruvananthapuram and District Offices in all the 14 Districts in the State.
State Life Insurance (Official Branch).
Group Insurance Branch: The Kerala State Group Insurance Scheme came into Force from the first day of September, 1984 vide G.O (P) No.392/84/Fin dated 09/08/1984. The sceme is intended to provide for the sate employees, at a low cost and on a wholly contributory and self financing basis, the twin benefits of an insurance cover to help their family in the event of death while in service and lumpsum payment to augment their resources on retirement. The employees are grouped as A, B, C and D, with different subscription rates, based on their scale of pay.
General Insurance Branch.The General Insurance Branch consists of the following Sub Branches :
Fire Insurance Branch: The Kerala State Insurance Department is empowered to underwrite fire insurance business of the industrial concerns and corporations owned by Government of Kerala and those in which Government have got substantial financial interest. Those who have got financial assistance from the Kerala Financial Corporation, Kerala State Financial Enterprises Ltd, Kerala State Industrial Development Corporation and from the Department of Industries and Commerce have to insure their buildings, plant and machinary etc. with this department. Besides cover against fire riska, coverage against allied perils such as Riot and Strike damage risks, explosion risks, cover against flood and natural calamities are offered to the insured.
Marine Insurance Branch: The main classes of insurance business transacted by this branch are (1) Marine Hull Insurance (2) Marine Cargo Ocean Voyage (Costal Voyage) Insurance (3) Rail and Road Transit Risk Insurance.
Miscellaneous Insurance Branch: The business of this Branch may include the insurance items like (1) Boiler Explosion Insurance (2) Burglary Insurance (3) Cash in Transit and Cash in Safe Insurance (4) Public Liability Insurance (6) Air Craft Insurance (7) Workmen Compensation Insurance (8) Employee Liability Insurance (9) Fidelity Guarantee Insurance etc.
Motor Accident Claims Tribunal Cases: This wing deals with the cases in various Motor Accident Claims Tribunals in and out of the State.
Payment of Relief to Victims of Motor Accidents : This branch deals with the payment of relief to the victims of Motor Accidents or to the legal heirs of the deceased as contemplated in G.O (Ms) No.235/76/Fin dated 05/08/1976.
Kerala State Advocate Clerks Welfare Fund Scheme
Kerala State Crop Insurance Fund: This Branch deals with the Crop Insurance cover to the farmers who availed loans for cultivation in Kerala from the Co-operative Institutions, Commercial Banks, and Regional and Rural Banks. The scheme ensures compensation for loss due to natural calamities.

Finance Inspection(Non-Technical) Wing was constituted in Finance Department in 1964, vide G.O (P) No.723/64/PD dated 19/10/1964, to ensure that financial rules and procedures are scrupulously followed by the departmental officers. As per the above order, the Inspection Party will conduct surprise inspection of Government Offices and report to Government cases of irregularity, slackness or indifference shown by Heads of Departments or Offices in the matter of Financial control. The Inspection Party is empowered to scrutinise all files and registers relating to accounts, stores and other allied matters. They are also empowered to conduct physical verification of cash and stores wherever deemed necessary. The G.O directed all Heads of Departments and Offices to give the inspection staff necessary co-operation and facilities for the proper discharge of their functions. The Inspection Party will submit their reports to the Secretary to Government in the Finance Department who will decide the follow up action to be taken on the reports.
As per G.O (MS) No.376/96/Fin dated 03/05/1996, the District Loan Reconciliation Squads attached to the Collectorates have been redesignated as District Finance Inspection Squads to function as District Units of the Inspection (Non Technical) Wing in Finance Department. The District Finance Inspection Squads are empowered to inspect District Offices, Public Sector Undertakings and Autonomous Bodies under their jurisdiction.
In G.O (P) No.506/92/Fin dated 20/08/1992 all Administrative Departments were directed that on receipt of the enquiry reports of the Finance Inspection Wings (Technical & Non Technical) the Department concerned shall take action straightaway and report the nature of action taken (including whether the delinquents have been placed under suspension) to the Inspection Wing within a period of two weeks positively.
In G.O (P) No.2981/98/Fin dated 25/11/1998, based on the Report of the Estimates Committee of the Legislature, all the Secretaries to Government and Heads of Departments were instructed to ensure the strict compliance of the directions issued in G.O (P) No.506/92/Fin dated 20/08/1992 and ordered that any lapse on this matter will be viewed seriously by Governement and department action will be initiated against them.
In Circular No.56/FIW-G1/08/Fin dated 30/08/2008, all Principal Secretaries/Secretaries to Government and Heads of Departments were again instructed to review the Progress of action taken on inspection reports once in three months and report the outcome of such review to Finance (Inspection) Department. It was also directed to ensure that effective and timely follow up action is taken on the inspection reports of Finance Inspection Wing.

The Post Office Savings Bank is the biggest bank in the country with a network of about 160000 branches, most of which are situated in the rural area with a history dating back to 1880s. It is a major instrument available to the Government to mobilise savings.
The Finance (Inspection Wing - Technical) Department was formed on the recommendations of Central Public Accounts Committee. Technical officers will be recruited only on deputation basis from organizations executing public works/construction activities,following rules, guidelines and cadre hierarchy similar to Government of Kerala/CPWD and is headed by the Chief Technical Examiner.
Giving technical advice to Finance Department before issue of administrative Sanctions, Revised Administrative Sanctions, Technical sanctions, Revised Technical Sanctions, Acceptance of tenders and other technical matters coming under the purview of Government of Kerala.
Conducting regular inspections of the quality and quantity of all public works under Government of Kerala.
Inspection of all Projects / Works on all stages i.e. from initial stage of conception of Projects / Works till its completion.
Surprise check of public works.
Inspection of Government stores / Government property.
Conducting inquiry on complaints.

Finance Department is the pioneer department in Kerala which promoted the use of Computers in governance in the State by establishing a Data Processing Centre in 1976. Most probably it is one of the initial landmarks in the very beginning of the use of Computer Technology for governance in Government not only in our state but in entire India. The Centre started functioning in association with Kerala University Computer Centre and using a TDC-316 computer. In 1977 Government sanctioned the implementation of a new procedure for improving expenditure control with the help of Data Processing Centre. This initiative started with the compilation of transactions of Police, Education and Medical Departments in 1977. In 1983 a separate building was constructed for the Government Data Processing Centre adjacent to the Kerala University Computer Centre. During 1983-1989 the Centre started compilation of all government receipts an payments under selected heads, daily cash flow report based on data from SBI and SBT, preparation of Money Order Pension schedules, preparation of DA tables, coordination of Treasury computerisation activities and data processing related to more departments like Economics & Statistics, KSIE, Industries etc. In 1994 the Centre started the computerised preparation of Revenue Budget and preparation of Revenue Budget, Demands for Grants and Debt Head Budget from 1995 onwards.
Till the formation of Information Technology Department in 1998, Finance Department provided leadership for implementing IT related initiatives. The initiatives like Wide Area Network project to connect the Government Offices in the Secretariat, Vikas Bhavan and Public Office etc were initiated by Finance Department during this period.
Finance is the first State Department that implemented the use of Computers down to Section level. The Web based Service and Pay Roll Administrative Repository was first implemented in Finance Department. A full fledged implementation of web based file tracking/monitoring system IDEAS was also carried out in Finance Department. Finance Department is among the pioneers who used Free and Open Source Software for the in house development and management of department websites in the state government. The prototype of the Website was launched on 14th November, 2007 using Joomla, a free software released under GNU/GPL license, and with the technical support of Kerala State IT Mission.
Later vide G.O (Ms) No.28/2008/ITD dated 26/07/2008, Government in IT Department has ordered to create IT Division in all Government Departments and PSUs to develop in-house technical manpower for implementing e-Governance applications. In this context, Finance Department has additional requirements for such an IT Division to ensure quality expenditure in e-governance across the state, to capacitate District Finance Inspection Squads and Internal Audit Wings in this matter, coordinate the egovernance activities of its four line departments and also to capacitate the Finance Department personnel in the General Service. Accordingly in G.O (Ms) No.528/2009/Fin dated 25/11/2009 Government have constituted and IT Division in Finance Department by merging Data Processing Centre and Code Revision Section by renaming the existing posts without any post creation. The Finance IT Division has three units viz Training and Development Unit, Systems Unit and Software Unit. The Finance IT Division is headed by the Director (Information Systems). In G.O (Ms) No.06/2010/Fin dated 05/01/2010 government have ordered work distribution among the three units of the new Finance IT Division.
- KERALA FINANCIAL CORPORATION -
The State Financial Corporation Bill, having been passed by both the Houses of Parliament, received the assent of the President of India on 31st October 1951. It came on the Statute Book as State Financial Corporations Act, 1951 (63 of 1951). The act provides that "the State Government may, by notification in the Official Gazette, establish a Financial Corporation for the State under such name as may be specified in the notification".
In accordance with the above Central Act, the Travancore Cochin Financial Corporation was incorporated on 01.12.1953. Consequent to the reorganization of states on linguistic basis in November 1956, Kerala State was formed and the Travancore Cochin Financial Corporation was renamed as Kerala Financial Corporation.
Kerala Financial Corporation (KFC) plays a major role in Industrial growth by extending Industrial Finance to Service Sector projects.
KFC has 16 Branch Offices with its Head Quarters at Thiruvananthapuram and Zonal Offices at Kozhikode, Ernakulam and Thiruvananthapuram.
